Engr. JOSEPH DIWA OKPAKO; a Co-founder of Deepwaters Offshore and Energy Consultants Limited (DOECL) is a registered Chartered Engineer with the UK Engineering Council who holds an MSc in Reliability, Safety and Maintenance Management (University of Bradford in 2003), BEng. in Engineering Technology and Management (Huddersfield University, 1995) and HND in Marine Engineering – Marine Ship Power Plant (University of Science and Technology, Port Harcourt, 1984) with over 29 years experience in Power generation, Maritime, Offshore oil and gas industry.
A pioneer member of staff with Nigerdocks after NYSC service in 1985, before joining the defunct Nigerian National Shipping Line as a junior engineer in 1986. In 1992, attended South Tyneside College (South Shields) for his Certificate of Competency for Marine Engineer and was promoted fourth engineer in 1992. He also worked with the Islamic Republic of Iran Shipping Line, from October 1993 to 1995 as a 2ndEngineer. Between 2000 to March 2002, he worked in various companies and in positions of Shift Charge Engineer (in charge of shift operations and maintenance activities – managing workers and carrying out maintenance duties), having played an important role in commissioning the plant at Goosey Lodge Power Plant. Also worked with Shanks Chemical Services Division (July 2002 to March 2004) as a Reliability & Maintenance Engineer (Deputising as Maintenance Manager). Prior to this, he was Chief Engineer / Safety Officer with A.D.A.M.S (a contractor to SAUDI ARAMCO) in Saudi Arabia, with projects in Bahrain, India.
He was the Reliability, Safety and Maintenance Head of Department / Team Leader with Centrica Energy – British Gas Power Generation, responsible for managing a multi-disciplined Maintenance Department (Technicians and Engineers) for Centrica Energy (British Gas Power Generation and Gas Network) in Peterborough until September, 2008 when he was employed as head of turbine engineering for Hubco power station in Karachi – Pakistan for IPDG based in UAE.
As a senior Surveyor with one of the major classification society, he worked as a Risk Management consultant in Oil and Gas, Marine, Utility, and other Engineering consultancy worldwide (in areas of Governance, Regulatory, Compliance, Due diligence). He reviews and comments on verification schemes, combined schemes including performance standards, assurance routines and written schemes;
Conducts verification activities including inspection and testing of assets, review of documentation and audit of process and procedures for Marine, Mechanical, Structural, Process, Electrical and Instrumentation; Project management of Engineering Change verification activities; Conversion and New Build projects, etc.
Registered with the European Engineering and the UK Engineering Councils as a CEng/CMarEng.
He is a member of the following professional bodies – Institute of Marine Engineering, Science and Technology (MIMarEST); Institute of Engineering and Technology (MIET); Institute of Safety and Reliability Society (SaRS); Institute of Assets Management (MIAM). Affiliate member (IOSH)
